What
Public Commitment converts a private intention into a social fact: the client commits to the new behaviour or identity in front of people who matter. Announced commitments activate consistency pressure and social accountability — two of the strongest behaviour-stabilising forces available.
What for

How it's used
Used at the end of change work to lock in the result: the client tells partner, team or peer group specifically what they will do and by when — ideally framed as identity ('I don't do X anymore') rather than attempt ('I'll try'). The coach helps choose the right audience (people who will hold the standard warmly, not police it), the right specificity, and where useful a follow-up structure. The announcement raises the cost of quiet relapse and enlists the environment as an ally.
